Bedrock ChannelAdministration of the Stark SWCD is the responsibility of a five-member Board of Supervisors, who are elected for three-year terms. Members of the Board must reside in the county. Board Meetings are held the second Tuesday of each month and are open to the public. If you would like to attend, please call the office at 330-830-7700 x 103 to confirm date, time and location.

The Board

Jim Halter
Jim is presently serving as Board Vice-Chairman.  He has been on the Board since 2000.  Jim is active in his church and the District relies on his common-sense approach to solving problems and issues.  Jim resides and farms in Jackson Township.

Rodney Campbell
Rodney serves as Board Secretary.  He is responsible for signing the Board minutes, notifying members of meetings, and handling correspondence on behalf of the Board.  Rodney is a dairy and grain farmer in Washington Township.  

Scott Briggs
Scott serves as the Chairman and is responsible for presiding over the meetings, plans the order of business and observes proper parlimentary procedures during the meetings.  He is a grain farmer and business owner from Pike Township.  In addition to farming 250 acres, Scott owns J&B Feed.  J&B is a drive-up feed store.  He also recently opened MarSco Stables for horse boarding.  He graduated from ATI with a degree in Ag Business and Ohio State with a degree in Agronomy.  Scott has over 12 years of experience with Tuscarawas SWCD as MNM Technician and Program Administrator.  When he finds free time, Scott enjoys fishing and going to auctions.  He feels it is important to keep an agricultural voice on the Board but also recognizes the need to adapt to the changing landscapes in Stark County

John Speicher
John serves as Fiscal Agent.  He is responsible for the finances of the District.  John reviews all financial transactions and oversees the disbursement of funds.  John is a dairy farmer in Tuscarawas Township, where he also serves as Township Trustee.

Randy Pero
Randy serves as the Equipment Manager and is respsonsible for the maintenance of District owned equipment and vehicles, as well of the purchase of new.  Randy lives in the East Canton area with his wife and four children.  Randy is a third generation farmer, having taken over the duties of farm manager from his father last year.  Randy has served on various boards including: Farm Bureau and the Tri-County Milk Producers.  If Randy can manage to find any free time, he likes to  go hunting and fishing with his wife and kids.

The Staff

Carolyn Gabric
Carolyn is the District Administrator.  She is responsible for the day-to-day operation of the District.  Carolyn manages the staff and works closely with the Board of Supervisors in handling finances, policies, training, and planning.

Julie Berbari
Julie is the Urban Resource Coordinator.  She supervises and works closely with contractors, developers, and the MS4 Operators.  Julie also oversees the implementation of the County's Water Quality Regulations.

Jodi Cespedes
Jodi is the District Secretary/Administrative Assistant.  In addition to her many receptionist and clerical duties, she is also responsible for the billing of our services and the maintenance of our records and files.  She works closely with the District Administrator and performs many Board related requests.

Sandy Chenal
Sandy is the District Conservationist for USDA-NRCS.  She administers the USDA conservation programs.
